The Geospatial Data Act of 2018 (GDA), 43 USC Ch. 46, Section §2802, establishes the Federal Geographic Data Committee (FGDC) and requires the committee to plan, develop and implement the National Spatial Data Infrastructure (NSDI).
In 2018-2021, the Federal Geographic Data Committee co-sponsored OGC Disaster Risk Resilience (DRR) efforts to advance the development of NSDI's and Global Spatial Data Infrastructures (GSDI's) for emergency preparedness and Disaster Risk Reduction. As a follow-up to this activity, the FGDC under the OGC Innovation program is sponsoring pilots in 2022-2023 to address gaps, remove barriers and other user needs to improve the use of geospatial services for DRR. OGC 2022-2023 Disaster Pilot Projects
The Pilots are an opportunity to test end-to-end information flow related to all phases of disaster management, with an emphasis on first responders and other end users.The Pilot will focus on improving the ability of key decision-makers and responders to discover, manage, access, qualify, share, and exploit location-based information in support of disaster preparedness and response and multi-hazard risk analysis. This pilot will demonstrate an end-to-end service that integrates OGC standards, data, services, and state-of-the-art technologies into solutions that facilitate disaster response. The results of the pilots will be considered for standards adoption working with the OGC and ISO communities. SDI Priorities for FGDC include:
Strengthening partnerships with federal, state, local and tribal governments, academia, commercial sector, intergovernmental organizations and risk related institutions.
Identifying opportunities to enhance the delivery of data, information, applications and tools provided by GeoPlatform.gov to support Disaster Risk Resilience.
Assessing and Demonstrating the value of National Geospatial Data Assets in supporting Disaster Risk Resilience.
Development of interoperable architectures and open standards to connect open data and geospatial data and services to improve place-based understanding.
The 2022-2023 pilots will work to link the OGC Disasters Pilots and the emerging OGC Climate Pilots where there are common objectives.
