Digital Counties Survey - Bert Jarreau, NACo & Susan Benton, Center for Digital Government
The National Association of Counties (NACo) partnered with the Center for Digital Government to conduct the nation's first Digital Counties Survey. The Center for Digital Government is the sister organization of Government Technology Magazine and has previously conducted surveys on how technology is used at the State and city level. There was a huge response to the Digital Counties Survey and the top ten counties using E-Gov to deliver services to their community were selected. Examples of county services now available on the Internet include information regarding schools, taxes, emergency preparation and property. The organizations are looking for more ways to collaborate across local, State, and Federal government levels to better deliver services.
Examples from the top ten counties include:
- Hennepin County integrated data from the 200 families requiring the most assistance to coordinate county services more effectively.
- Marion County's on-line public works right of way now has a two hour turn-around time
- Sarasota County has a forum on its website regarding growth in the area
Geospatial One-Stop Portal Demonstration - Hank Garie, FGDC
The purpose of the Geospatial One-Stop project is to make it easier, faster and less expensive for all levels of government and the public to access geospatial information. The Geospatial One-Stop will improve our ability to support the business of government and decision-making. There were approximately 25,000 unique visitors in the first three weeks www.geodata.gov was on-line. The site is currently populated with approximately 6,000 records. While the NSDI Clearinghouse is distributed, the Geospatial One-Stop portal centralizes the metadata catalogue. The portal serves as a new front-end that is faster, more easily searchable, and contains data and mapping services. It is important that each agency continue to maintain and post data to their Clearinghouse node, which will then be harvested by the Geospatial One-Stop. We are currently working with NOAA to harvest their data. An overall migration strategy is being developed.
Suggestion: There should be a meeting for Feds to develop business rules so that the agencies don't just post their data to the Geospatial One-Stop portal. The Feds need to know what money is needed from their FY05 budgets to sustain their Clearinghouse nodes.

The Geospatial One Stop portal has 17 Data Categories that were taken from OMB Circular A-16. The National Map is incorporated into the portal and captures most of the data categories. The Geodata Markeplace has the planned data activity information. We are attempting to create a mechanism that will allow users to form partnerships.

Stewarding the One-Stop Channels - Hank Garie, FGDC
The Geospatial One Stop staff is looking for ways to engage States, counties, local and private sector entities so that their data sets will be available at the portal. There is a focus on highlighting mapping services with "two clicks to content".
Federal agencies are being sought to steward each of the 17 Geospatial One-Stop Data Categories. The Federal leadership could then work with States and counties. We are looking for a steward to work with a team to seek data and mapping services and publish it in a portal, and also to search for premiere products to be included in the Geospatial One-Stop. This would entail outreach and marketing to get a team together and then the team would decide how they should organize their data category. The FGDC subcommittee structure could help determine who stewards each data category. It would be best if the steward for each of the 17 data categories could devote 50%-100% of their time to this effort.

Q: Is there a detailed business case or project plan for the Geospatial One-Stop?

Q: Is there 2/3 State and local participation and 1/3 Federal participation in the Geospatial One-Stop?
A: The Intergovernmental Board of Directors is made up of approximately 2/3 State and local representatives. The Board meets regularly and each of the stakeholder groups (States, counties, cities) is represented. We are trying to engage the counties and States through the Board members. The Geospatial One-Stop portal will demonstrate to the counties how the information will be useful to them in their decision-making.
MAPPS is interested in posting data for a fee on the Geospatial One-Stop portal. Some instruction will need to be developed to deal with the private sector's interest. This policy issue will be discussed at the next Board of Director's meeting. Both the Department of the Interior and the Office of Management and Budget are comfortable with the private sector's involvement in the Geospatial One-Stop Portal.
A question was asked about a questionnaire that may be circulated to agency CIOs regarding the value proposition of the Geospatial One-Stop. It may be that the questions that Bruce Cahan is developing for the questionnaire are too detailed; very few agencies may be able to come up with consistent answers. This survey instrument needs more work. The agency Point of Contact should be contacted before a survey goes to the CIOs. We need to determine the leadership roles and responsibilities of the agency champions.

CAP Proposal Update - Milo Robinson, FGDC
David Painter is the FGDC CAP Coordinator. Requests for CAP funding closed on May 30 and $1,080,000 is available. About 60% of the proposals will be awarded and the final announcements will be made in mid-August. Federal and State agencies participated in the review process for the five categories. NSGIC / Activities in Missouri - Tony Spicci, NSGIC
Tony Spicci is the Chair of the Missouri GIS Advisory Committee - the State GIS coordination body that reports to the State's CIO. Spatial data development is very important and they are working hard to populate State data in Missouri. Statewide digital elevation models (DEMs) are being built and second generation land cover is being undertaken. Missouri will build a statewide transportation and addressable database in the near future. Missouri built a second generation DOQQ in partnership with several Federal agencies. The IT blueprint for the Missouri State government is called the Missouri Adaptive Enterprise Architecture Program, in which GIS is one of seven key areas within Information Technology. This blueprint identifies the domains/disciplines that either will affect the Geospatial Information Technology Discipline or vice versa. The Missouri GIS Advisory Committee looks to the Federal and local governments when developing standards and they are setting themselves up to fully integrate geospatial information technology at all levels of government.
The committee created a State GIS Homeland Security Plan with seven action items (please email Tony at spicca@mdc.state.mo.us if you would like a copy of the CD containing this information). The Missouri Emergency Response Geographic Information System (MERGIS) collects data and displays it real time for emergency management. It is a multi-level tool that can be used for small-scale occurrences at the local level up to large-scale statewide response. MERGIS is scalable and easy to use and allows emergency responders without GIS experience to make decisions. MERGIS has 120 statewide layers and provides an interface to enter data. NSGIC approved the State Coordination Model in May that details guidelines for States to follow for effective coordination. It is important to have a State contact for GIS coordination who has a relationship with the State CIO and can champion legislation for funding opportunities. A State Clearinghouse is needed in the NSDI. States need to coordinate with local government, NGOs, academia and the private sector.

Geospatial Positioning Accuracy Standards, Part 5 - Julie Binder Maitra, FGDC & Jerry Mills, NOAA
This standard has completed public review and the Standards Working Group has voted to approve it. Jerry Mills is the technical author of the standard. Geospatial Positioning Accuracy Standards, Part 5 pertains to standards for nautical charting hydrographic surveys. It provides minimum standards for horizontal and vertical features like water depths, objects on the sea floor, etc. This is based on the International Hydrographic Organization Standard approved in April 1998 that was developed over four years by 60 nations (see http://www.iho.shom.fr/ for more information).

U.S. Commercial Remote Sensing Policy Interagency Working Group - Beth Lachman, RAND
There will be a meeting at 1:30 pm on August 12 for agencies that are interested in the U.S. Commercial Remote Sensing Policy that will look at centralizing the procurement of remotely sensed data for all civilian agencies.
R.J. Thompson, USGS, was unable to present on this topic today due to a flight delay. He will be at the August 12 meeting and will present at the September 2 Coordination Group meeting.
