Goal One: Increase the awareness and understanding of the vision, concepts, and benefits of the NSDI through outreach and education.
Objective: Provide opportunities for education on the Cadastral Data Content Standard
Action: Provide Educational Materials that are Customized for Specific Business Needs or Disciplines such as County Recorders, Surveyors, Appraisers etc.
Responsible Party: Cadastral Subcommittee Lead BLM
Target Date: July 15, 2001
Expected Outcomes: Educational Materials and Standard in HTML format available on the Internet, CD ROM, Hardcopy and Management Briefings. These materials are being developed in partnership between the BLM and NACo based upon a request by NACo to reduce the complexity of the materials that a specific discipline must embrace to understand and use the standard. The customized materials will only include that portion of the standard that is required by recorders to meet business needs. Customized materials have also be requested for Assessors, Surveyors, and Land Managers. More disciplines may be added to this list pending need and funding. Ultimately this should allow the standard to be more easily understood and used to conduct cadastral related business.
Status: In progress. Developed draft materials for County Recorders have been completed and will be distributed for review and comment in the year 2000. Materials for surveyors will also be developed in 2000.
Goal 2: Develop common solutions for discovery and access of geospatial data in response to the needs of diverse communities of users.
Metadata
Objective: Assist with the sharing of cadastral data
Action: Identify both feature level and data set metadata profiles
Responsible Party: Working Group of the Cadastral Subcommittee
Target Date: September 2000.
Status: In progress. The Cadastral Subcommittee has appointed a working group to complete the definitions for Data Set Metadata. The identification of feature level metadata has been completed. The Subcommittee continues to work with cadastral specific metadata requirements and is gathering information form states and counties related to content needs.
Clearinghouse
Objective: Provide a Mechanism to Improve Communications within the Cadastral Community and Between the Cadastral Community and other Related Business Activities
Action: Facilitate the implementation of Geocommunicator within Cadastral and between Cadastral and other work related business activities.
Responsible Party: All agencies, Lead BLM and the USFS
Expected Outcome: Improved communications, increased sharing of workloads and data, consistent data to support decision making across the landscape.
Status: In progress. The Cadastral Subcommittee documented the concept of geocommunicator and its potential to support better communications. The Subcommittee also facilitated a partnership between BLM, USFS, NSGIC, and a consortium of counties to work with Environmental Systems Research Institute (ESRI) to define communication requirements and pilot the Geocommunicator in the state of Arizona. The requirements for Geocommunicator will be reviewed by the Cadastral Subcommittee and upon approval, forwarded to the FGDC Coordination Group with recommendations for industry wide implementation. In addition, common township reference data sets have been developed for 9 western states (Arizona, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, and Wyoming). California and Washington should be completed in the year 2000.
Goal 3: Use community-based approaches to develop and maintain common collections of geospatial data for sound decision-making.
The subcommittee has facilitated a partnership between BLM, USFS, States and Counties to work with private industry (ESRI) to develop common business requirements for collecting, maintaining and processing cadastral information. This project will produce sets of business requirements and specifications for a physical implementation of the cadastral data content standard that will be reviewed and forwarded with recommendations to the FGDC Coordination Group for industry-wide implementation. ESRI has agreed to implement the FGDC Cadastral Data Content Standard in a physical model that will be available with future releases of their 8.XX technology. This model should mark the first implementation of the standard by private industry. Sets of business requirements include (1) Field Survey, (2) Measurement Management, (3) Parcel Management, and (4) Geocommunicator. This project will make the Cadastral Data Content Standard available in a physical form to thousands of organizations and if the business requirements and data model adopted by other vendors, we will be on our way to a national implementation of the standard and a step closer to supporting our vision of cadastral data across the landscape.
In addition, BLM, the USFS have initiated a data integration effort that should consolidate their boundary positions into a common geographical representation. This effort has been initiated under the their Interagency Agreement to Support NSDI. A number of other organizations such as the states of Montana and Washington have also started integrating local (county) and federal (BLM) cadastral data to define and maintain representations of parcel boundaries in support of a cadastral NSDI.
Standards
Objective: Maintain the Cadastral Data Content Standard
Action: Update the Cadastral Data Content Standard based upon validation and implementation.
Responsible Party: Lead BLM
Target Date: July 1999
Expected Outcomes: Updated version of the FGDC Cadastral Data Content posted to the Web Site and announced to the FGDC Coordination Group.
Status: Completed. Updates primarily consisted of requested additions to the standard and minor changes to the logical data model. The current version of the standard and model are now available.
Framework
Objective: Work with FGDC Pilot Projects and others to begin to define Cadastral Framework needs
Action: Stay in contact with and communication with pilot projects, meet with projects at URISA 98 meeting in Charlotte NC
Responsible Party: Lead BLM with support from the Cadastral Subcommittee and Pilot projects
Target Date: December 1999
Status: Completed. The vast majority of people working with cadastral data agree that the framework must be defined at the parcel level. In order to support business needs at every level of government (from federal to local) and private industry, parcel level information is needed. It is at this level that the day to day business of surveying, recording, assessing, appraising, adjudicating, leasing, permitting and other use authorizations are conducted. This is also the level required to support landscape assessment and decision making.
Goal 4: Build relationships among organizations to support the continuing development of NSDI
Objective: Expand representation on the Subcommittee for Cadastral Data to include more representatives from NACo, NSGIG, and other federal agencies such as the National Park Service (NPS).
Action: Add more state and local representatives to the Subcommittee and include these participants in at least one Subcommittee Meeting.

Outcomes expected: Additional participating members assigned to the FGDC Subcommittee on Cadastral Data to help the Subcommittee address state and local government needs.
Status: Completed. Zsolt Nagy from North Carolina has been added to the Subcommittee as an eastern state=s representative for NSGIC. In addition, a local representative for ASCM has been identified and recommended for participation on the Subcommittee. This will make a total of 6 state and local representatives on the FGDC Cadastral Subcommittee. The most recent Cadastral Subcommittee meeting held in Billings, Montana saw no less than 13 state and county representatives. This meeting marks the highest attendance by state and local participants at a FGDC Cadastral Subcommittee Meeting. This, in part, was made possible through contributed FGDC travel funds.
Objective: Provide a Forum to Building Relationships Among Organizations to Support the Vision of NSDI as it Applies to the Business needs of Decision Making Across the Landscape.
Action: Initiated and Supporting a workshop Sponsored by the Western Governor=s Association to inventory cadastral efforts across the west and identify strategies for implementing a Cadastral Data Infrastructure in the western states.

Outcomes Expected: Workshop and final report of strategies with recommendations to the Western Governor=s Association for supporting a National Spatial Data Infrastructure of Cadastral data and information.
Status: In progress. Workshop dates and location have been established. Letters requesting participation and sponsorship have been drafted. The agenda for this workshop has also been drafted.
